| Primary Function: |
Provides management and support for the research, design, delivery and evaluation of organization development and staff learning initiatives in support of department goals.
In partnership with applicable departments, supports the process management, delivery of learning and development programs and the assessment of the effectiveness of these programs for all disaster response competencies, for client training in life saving skills and preparedness and for the development of our entire workforce (employees and volunteers). |

| Responsibilities: |
1. Participates in the evaluation of life saving skills and preparedness training programs, including collecting data from instructors, participant feedback and other assessment tools.
2. Serves as a resource to Safety & Preparedness (S&P) and Disaster training management in the assessment of performance gaps in the life saving skills and preparedness programs. Works in functional areas of expertise to support the design, development and implementation of S&P and Disaster training programs.
3. Collaborates with Human Resources, Volunteer Resources management and ARC/GNY leaders in the identification of the skills and development needs of ARC/GNY staff. Designs, develops, coordinates, facilitates, and evaluates learning experiences using state-of-the-art principles and practices of instructional design, adult learning, performance improvement, training, employee development, organization behavior, and other related training and development techniques.
4. Consults with management and staff to analyze problems, processes and relationships. Recommends and develops strategies for improving organizational effectiveness appropriate to the organization’s culture and needs.
5. Applies research, evaluation and data management expertise to set-up and design data collection systems, and compile and analyze statistical data and review trends.
6. Conducts research of and provides input into decisions regarding the use of external vendors/consultants and the use/purchase of hardware and software applications for ARC/GNY learning, development and training.
7. Performs other duties and special projects as required.
8. Assists in disaster response on an as needed basis. |

| Qualifications: |
Education: Bachelor’s degree required or equivalent work experience.
Experience: Minimum of 5 years experience progressive experience in the field of training or learning and development, producing high quality, performance-driven training including survery analysis. Minimum of 3 years of supervisory experience. American Red Cross experience preferred. Experience working with volunteers strongly preferred.
Related Skills: Excellent written and oral communication skills, good interpersonal and management skills. Excellent presentation skills. Detail oriented with an ability to work under pressure. Ability to manage multiple projects simultaneously. Ability to lead, motivate and train employees and volunteers. Experience with statistical and spreadsheet reporting and office systems, MS-Office preferred. Valid driver’s license preferred.
Other Requirements (including Physical Demands)
Long hours and a varied schedule, including occasional nights and weekends.
Ability to lift 30 lbs., including but not limited materials and supplies.
Participate in the DSHR system and be available for assignment locally which may require extended periods of travel. |
